POSTURING AND POLITICKING IN FULL FORCE AS ADMINISTRATIONS COMPETE
- It appears that all of us are going to get a lesson in civics, parliamentary procedure, and politicking 101 during the next two months as the current administration seeks to cement its legacy and finalize what’s left on its to-do list while the incoming administration and Congress make their own plans. For example, while reports indicate that the Consumer Financial Protection Bureau is in a “mad dash” to finish its arbitration rule, Congress can effectively block the rule from being enacted by using a little-known law called the Congressional Review Act. At the same time, an emergency funding bill is set to expire on Dec. 9, and the expectation is that Republican lawmakers will include language in a follow-up bill that will alter how the CFPB is allowed to operate.
CITY FALLS SHORT ON USING COLLECTIONS TO MAKE UP BUDGET SHORTFALL
- Technical glitches and phantom projections are causing problems in Wilkes-Barre, Penn., as it tries to use a partnership with a third-party collection agency to collect on delinquent collections to cover revenue shortfalls in its budget. The city may have learned its lesson though. It has not budgeted any revenue from unpaid court fines in its budget for next year.
