The Fair Debt Collection Practices Act is a federal law, which can only be amended by Congress. The Dodd-Frank Act — also a federal law — empowers the Consumer Financial Protection Bureau with the legal authority to “prescribe substantive rules” related to the collection of debts by debt collectors. But where does the line on rules stop and the line on amending the FDCPA start?

In this webinar, a panel of experts will discuss how much of the FDCPA can be changed without the statute needing to be amended by Congress.
